Voting Precinct Changes
There are 15 precinct changes for February 2024 Primary Elections.
PRECINCT CHANGES for FEBRUARY PRIMARIES From the Spartanburg County Election Commission:
Many of the Spartanburg County polling locations are churches, and since the presidential preference primaries are held on Saturdays during basketball season, this presents the potential for conflicts with events planned at these churches. Considering this, the other objective of these temporary polling location changes for the presidential preference primaries is to temporarily move out of churches when practical and send those voters to schools or other public buildings. Temporarily moving Poplar Springs Fire Station to Bethany Wesleyan Church is the exception to this rule because Registration and Elections staff were informed of potential renovations at Poplar Springs Fire Station, and this office was concerned that could adversely impact voters and Poll Managers at the Fire Station.
When deciding which precincts to combine, voter registration totals, projected turnout, and distance between the polling locations were considered. Ease of access for Registration and Elections staff and Poll Managers was also considered since each location will need to be accessed multiple times to deliver and set up equipment necessary to conduct the two presidential preference primaries. Additional Poll Managers and voting equipment will be assigned to these temporarily combined locations to effectively serve the increased numbers.
Early Voting
Vote Early You don’t have to wait until election day to vote, you can vote at any early voting center in your county during the early voting period. Simply bring your Photo ID and vote just like you would at your polling place on election day. Early voting centers are open 8:30 a.m. – 6:00 p.m. during the early voting periods. Visit scVOTES.gov or contact your county voter registration office to find a list of early voting locations.

Absentee Ballots have to be returned by 7 PM on Election Day,
there are no postmark qualifications.
WHAT?
There will be no in-person excused absentee voting, but excused absentee voting by mail (or by personal delivery, by an immediate family member, or by an authorized representative) will continue.
WHO IS ELIGIBLE?
Excused absentee voting by mail will be open to:
• Voters with disabilities,
• Those 65 or over,
• Members of the Armed Forces or Merchant Marine and their families residing with them, and
• Voters admitted to the hospital on an emergency basis within four days of Election Day.
Others who may vote by mail are those who are unable to vote in person during both the two-week early in-person voting period and Election Day due to the following:
• Employment
• Caretaking responsibilities
• Incarceration
• Other absence from the county of primary residence.
REQUESTING AN ABSENTEE BALLOT
No one may request absentee ballots for more than
5 persons, in addition to themselves.
A person who makes a request for an application to vote by absentee ballot, either for themself or on behalf of another elector as permitted by this section, must provide the following:
For the elector for whom the request is being made, the elector’s:
• Name
• Date of birth
• Last four digits of their social security number
Campaign volunteers, along with employees, are excluded from those who can serve as authorized representatives.
WHO CAN WITNESS AN ABSENTEE BALLOT?
Witnesses must be at least 18 years of age. Effective for the November general election, the witness must provide a printed name and address as well as a signature.
DELIVERING SOMEONE’S COMPLETED ABSENTEE BALLOT
Authorized representatives or immediate family members of voters must show drivers license/voter registration
from a list of government-issued photo IDs when returning a completed ballot. The ID will be recorded
by election officials.
